PHL Senate Approves Anti-Cybercrime Bill

after almost 3yrs, finally the Philippine Senate voted 13-1 in favor of the Anti-Cybercrime Bill (Senate Bill 2786 – Cybercrime Prevention Act of 2012), a step closer to make it a full-pledged law that would target internet-related crimes such as child-pornography, fraud, hacking, and cybersex.

Under the bill, cybercrime offenses would include the following:
A. Offenses against the confidentiality, intergrity and availability of computer data and systems (illegal access, illegal interception, data interence, system interference, cyber-squatting, misuse of devices)
B. Computer-related offenses (computer-related forgery, computer-related fraud)
C. Content-related offenses (cybersex, child pornography, unsolicited commercial communications or spamming, libel)

here are the penalties if found guilty:
– of the acts in A and B (imprisonment 6-12yrs or a fine of at least P200K)
– cyber-squatting (imprisonment or a fine of not more than P500k, or both)
– unsolicited commercial communication with arresto mayor (imprisonment 1-6mos or a fine of at least P50-250K, or both)
– cybersex (imprisonment or a fine of at least P200k-1mil, or both)

seems the penalties are quite strong though, but would really make people think before committing the crime. Senate Bill 2796 was authored by Senator Edgardo Angara.
